Abstract
The problem of solid and hazardous waste management has become an issue of concern. As a result of this concern, the Resource Conservation and Recovery Act of 1976 was passed by the United States Congress in 1976. Instances such as Love Canal, New York, and the Valley of the Drums in Kentucky, brought national attention to the mismanagement of hazardous and solid waste.
Three levels of government, federal, state, and local, have had to address the intention of the Resource Conservation and Recovery Act. This thesis is an investigation of how these three levels of government have, or have not worked together, to find solutions for the management of solid and hazardous waste.
