Abstract

The world is changing rapidly in novel ways. In response to these novel discontinuities, strategic planning evolved in the private sector. Urban planners have begun to enter the strategic planning arena with mixed success. It is the contention of this paper that urban planners can use strategic planning more effectively by learning the theory, rules, and tools business managers use in a strategic approach.

This is an analytical research effort consisting of expert opinions and the author's conclusions and modifications. The data was obtained primarily from existing secondary sources. Professors from the Graduate School of Planning and the Master of Business Administration program were consulted about the choices of materials to insure the most significant works and authors on the subject of strategic planning were included.

The thesis traces the history of strategic planning, including environmental factors that affect both the public and private sectors. The paper then discusses strategic planning from a business management perspective, differences between the business management and urban planning environments, and factors that differentiate the public and private sectors. This is followed by a modification of business management strategic planning tools and techniques for urban planners.

In conclusion, this paper states that strategic planning is becoming essential in today's rapidly changing world. It recommends urban planners pay more attention to theory and that they share their experiences in strategic planning with each other.
