Harmon attempted something no East Tennessee Democrat has done since William Montgomery Churchwell in 1855—represent the Knoxville area in Congress. Harmon had scored an upset in a 2006 bid for Knox County Commissioner and hoped to do so again against the deep-pocketed Republican incumbent, Congressman Tim Burchett.
