Abstract
Congress has consistently relied on the federal government to assume the major responsibility for addressing this nation's housing problems since the 1930's. This is in due to the fact that most state governments had neither the social commitment nor the resources to do so. But since the 1960's states have become more active participants in the process of addressing housing needs.
Literature research was conducted to explore the factors that have influenced states and federal agencies in providing housing assistance through state community affairs agencies and state housing finance agencies. Survey research of these agencies was conducted to measure past and current state capacity to conduct housing planning tasks within the context of the provision of housing assistance.
