Abstract

This study explores the critical role of migrant labor in the agricultural operations of the Southeastern United States, focusing on the challenges faced by both farmers and migrant labor contractors. The central research questions address the experiences of agricultural producers who rely on migrant labor to manage seasonal shortages and the impact of various economic, political, and regulatory challenges on their operations. Qualitative data was collected through semi-structured interviews with agricultural producers, including those in animal products, fruit and vegetable operations, and forage/fiber producers, as well as migrant labor contractors. The findings reveal that migrant labor is essential for maintaining farm productivity, especially during peak harvest periods. The findings also reveal significant obstacles such as rising labor costs, bureaucratic inefficiencies in the H-2A visa process, and political uncertainties regarding immigration reform. Contractors also face logistical challenges, including inadequate housing, restrictive regulations, and discrimination against workers. These issues compound the financial strain on agricultural operations, particularly for smaller farms. The study concludes that comprehensive policy reforms are necessary, including expanding the H-2A visa program to accommodate year-round labor for industries like dairy farming, streamlining visa application processes, regulating labor costs, and exploring alternative labor models such as automation and local workforce development. Recommendations also stress the need to address social stigma surrounding migrant labor and improve housing conditions for temporary workers. Future research should focus on the impact of specific policies on labor contractors, evaluate the long-term effects of regulatory changes, and explore solutions to the challenges faced by migrant laborers and agricultural producers.
