Abstract
This research attempted to identify and evaluate the site selection and development process utilized by administrators in selecting a new site for Pellissippi State Technical Community College, formerly State Technical Institute at Knoxville. The research was carried out as a case study, relying on the content analysis of documents prepared during the selection process, newspaper articles written throughout the history of the school, and interviews with key persons involved in the selection. The evaluation of the criteria and process was developed using data from past research on site selection for community colleges as well as specific selection and development guidelines produced by various states. Findings of the study concluded that several sets of criteria were utilized and three agendas had an important role in the site selection. Several organizations conducted studies and produced reports on the location of a site for the school. The agendas were the technology corridor concept of the Governor of the State, State Technical Institute at Knoxville needs, and Roane State Community College needs. It was found that the process and resulting selection was highly political in nature. Recommendations of the study include the establishment of a set of guidelines by the state of Tennessee and other states, which should include the political appropriations process, site selection process, and general criteria to be used in the selection of sites for educational facilities. The findings and recommendations of the study could by used by educational facilities planners for siting any level of educational facilities.
