Abstract
This thesis will determine whether there are characteristics of single-family residential development, that are unique to a particular development, which are good predictors of trip generation rates. By determining if there are such characteristics, customized traffic impact studies can then be prepared. Individualizing a traffic impact study to the characteristics of a particular development will permit a local government to respond to the U.S. Supreme Court decision that "one size does not fit all" in impact assessment in the 1994 Dolan v. City of Tigard case. Within an urban area, new residential development is typically widespread and very diverse in size and cost. Although there is variety in size, price range, and location of single-family residential development, there typically is only one trip generation rate used for the preparation of a traffic impact study on these developments. In order to address the thesis question, six residential characteristics for 21 single-family residential subdivisions in Knox County were analyzed for their relationship to trip generation rate per single-family development. Regression analysis was conducted on the variables and the resulting correlation showed a weak relationship existed for the subdivisions studied.
