Abstract
This thesis is intended to introduce the concept of artificial intelligence into a practical engineering application which currently uses none. Although the applications within this document could be performed by other means, one of the goals of this effort is to make users aware that our computing horizons are expanding. This expansion includes not only more powerful computing resources but also the ability for these computing resources to assume much more responsibility than was possible in the past - the ability to simulate true intelligence. The reader is provided with an introduction into the different areas of artificial intelligence methods utilized in this effort. This study is based on an existing radio trunking system currently in use in the area. Developed software will be made available to the engineers operating this system.
