Abstract
The purpose of this study was to design a rating scale for the development and/or assessment of programs for gifted/talented students. Specifically, the questions addressed in this study were:
1. What areas of concern are identifiable in regard to programs for gifted/talented students?
2. What criteria should be met in the development and/or assessment of programs for gifted/talented students?
3. By what means could these criteria be used to determine the relative quality and value of any program for gifted/talented students?
In order to achieve the purpose of this study, first, a review of the literature concerned with the research and education of gifted/talented students was conducted. This review revealed that certain topics regarding programs for gifted/talented students were consistently emphasized throughout the literature. These topics were: written goals and objectives, identification of stu dents, teaching strategies, content taught, qualifications of teachers, and evaluation procedures of programs. The researcher then, identified these topics as areas of concern in the development and/or assessment of programs for gifted/talented students.
In the second phase of the study, the researcher surveyed three programs for gifted/talented students. The purpose of this survey was to ascertain if the areas of concern identified from the literature, were also perceived to be areas of concern by per~ sons involved in actual programs for gifted/talented students.
The data from the survey supported the findings in the literature. Therefore, based on these sources of information, the researcher developed a qualitative criterion which addressed each area of concern. These criteria then were used as the framework of an instrument which would serve as a guide in the development and/or assessment of an effective program for gifted/talented students. The rating scale should provide a standard by which the relative quality and value of any program for gifted/talented students could be determined.
