Abstract
This Technical Bulletin by Edith W. Beaty, State Coordinator of the Clean Tennessee program, discusses an initiative called the Clean Community System (CCS). Beaty describes the CCS as a workable, realistic approach that applied behavioral science principles to the problem of littering. Memphis, Bristol, Jackson, Chattanooga, Kingsport, and Knoxvllle-Knox County were among the participants in the CCS.
