Charter Draft Providing for the Council-manager Form of Government

This publication consists of two proposed city charters, Part I providing for the mayor-council form of government and Part II for the council-manager plan . The two charters are closely parallel, the main difference being that the executive powers in the first are vested in a mayor elected by the people, and in the second are vested in the city manager with a mayor elected by the council from its membership
