Abstract
This Energy Program has been designed and developed to provide specific guidance to cities in implementing an energy management program. Much information is produced today from a myriad of sources on the need to conserve our energy resources, but little information is given on how to systematically deal with the problem. What follows is intended to be an outline of "how to do it."
