CIRPC is under contract with the U.S. Department of Labor Wage and Hour Division (WHD) to assist in the conduct of Davis-Bacon wage surveys at the direction of the WHD national office for all types of construction (building, heavy, residential, and highway) and for any assigned location in the United States and its territories. The surveys are carried out in accordance with regulations and procedures outlined by the Davis-Bacon and Related Acts which were first enacted in 1931 to protect local economies from contractors importing cheaper labor from outside the regional workforce.
