Abstract

The purpose of this study was to ascertain the feasibility of leasing public lands for community development. In particular, the issues which were addressed examined whether large-scale leasing was effective as a land management tool, whether the public purpose was being met. if such a project is financially feasible, and if leasing by a public entity for private purposes is valid.


The Ross Barnett Reservoir near Jackson, Mississippi, was chosen as the case study example of leasing public lands for private use. The program has been in effect for the as a result, both the strengths and a program are readily ascertainable.

The method of analysis included a site visit to the last two decades, and, weaknesses of such Ross Barnett Reservoir to see the level, pattern, and intensity of development. The research also included telephone interviews and a literature search.

While this study has been able to answer the basic research questions, it has raised other, more fundamental questions which need to be answered before another public agency implements the concepts from the Ross Barnett These questions are in the final chapter of this example. study.
