The leasing of public lands for private use as a technique for effective land management : Ross Barnett Reservoir, a case study example

The purpose of this study was to ascertain the feasibility of leasing public lands for community development. In particular, the issues which were addressed examined whether large-scale leasing was effective as a land management tool, whether the public purpose was being met. if such a project is financially feasible, and if leasing by a public entity for private purposes is valid.
