Abstract

This thesis is an examination of the Knoxville Housing Authority's (KHA) transition into Knoxville's Community Development Corporation (KCDC). The focus of the study is directed towards the changes that occurred in the authority and the underlying reasons for those changes.


To achieve this end, an examination of pertinent federal, state, and local legislation is conducted. Included is an overview of KHA's evolution. This overview is intended to give insight concerning KHA activities prior to the Authority's transition to the KCDC.

A discussion of issues, policies, and programs relevant to KHA's transition into the KCDC is also presented. Additionally, an examination of organizational change and community development are included to facilitate understanding of the transition as it relates to this study.
