EXECUTIVE SUMMARY: A Predictive Framework for Workforce Inmigration Original Title: Residential Location Patterns and Worker Inmigration Associated with the Construction of Electrical Generating Facilities (1979) Author: J. Vann Cunningham, M.S. Modern Context: Infrastructure-Led Demographic Shifts and Market Speculation 1. Research Problem: The Proximity Myth The central challenge addressed in this research is the frequent failure of local planners and private developers to accurately predict where a large-scale industrial workforce will settle. Historically, local markets have responded to large projects with "irrational speculation"—converting land for residential use based solely on geographic proximity to the job site. This study proves that proximity is not the primary driver of residential choice. 2. Methodology: Multivariate Behavioral Analysis Using Stepwise Multiple Regression Analysis, the study isolated the drivers of choice by segmenting the workforce into distinct socio-economic and demographic cohorts. By testing these cohorts against a Propositional Inventory of community attributes, the research identified the "bundle of goods and services" that attracts different types of residents. 3. They seek the most efficient path to housing that fits their immediate economic and lifecycle needs. 4. The Temporal Anchor: Persistence of Early-Stage Patterns A critical finding of this study is the spatial inertia of the workforce. The research proves that the residential location patterns established during the earliest stages of construction tend to persist throughout the entire project lifecycle. • The Planning Implication: The spatial distribution of the workforce does not significantly "re-optimize" or redistribute as the project matures. • The "Lock-In" Effect: This means that the "stress" placed on a community is not just intense, but permanent. If a community fails to provide the correct "bundle" of housing and services at the project's inception, workers will lock into patterns outside that community that remain for years. 5.
