Abstract
The newly formed organization had accomplished a great deal by the end of 1928. The necessary decisions to set the organization up had been made. The constitution and by-laws had been adopted and objectives were established. The national organization was in the process of getting organized and becoming recognised as a vital youth organization. The affiliation of the Tennessee Association with the national organization brought to a close the formative period and laid the groundwork for the period of rapid growth and expansion that began in the 1930’s.
