Abstract
Very few of those people not connected with power companies realize the many factors which have to be considered in determining the cost of power or the problems to be solved in establishing an equitable rate system. This has naturally led to a general prejudice toward the public utilities as a whole, and has in a measure been responsible for much unfavorable legislation.
It is for the purpose of giving some idea of the complexity of the factors involved, and the effects of these factors on power cost and rates that this thesis is undertaken.
