Abstract
Two major objectives were identified at the beginning of the thesis. The first was to examine recent trends in state planning, focusing on environmental and natural resource management programs. Numerous planning initiatives, both internally developed programs and those established in response to federal mandates were identified. Mechanisms employed by states, largely to coordinate the proliferation of resource planning and management programs, were discussed. The state planning process as it pertains to land and resource management was presented. The role of data and information in planning and program coordination was examined.

The second objective was to provide an overview of computerized data and information management systems utilized by states in environmental resource programs. A framework for the evaluation of state information systems was constructed that consisted of institutional factors, integration of satellite remote sensing technology, and coordinated system utilization. The issues surrounding these evaluation criteria were discussed. Case studies of four state environmental resource information systems were presented and an evaluation of each system was made based upon the pre-determined set of criteria.

The general conclusion of the research was that state governments have developed computerized techniques for the collection, analysis, and distribution of data in support of environmental resource programs. It was found that satellite remote sensing was being utilized for a limited number of program applications and that information systems can provide focal points for coordination of both resource data and resource management programs. It was also found that certain institutional considerations are critical to the successful implementation of a state environmental resource information system.

Recommendations were made to strengthen the ability of states in resource planning through improved information management and coordination.
